Position Title: Procurement Supervisor

Location: Phnom Penh
Job Purpose
The Procurement Supervisor is primarily responsible for the management of all daily purchasing and procurement activities of the Company from the purchase request to delivery of goods/services. The Procurement Supervisor will be reporting directly to Head of Department and CFO.
Roles & Responsibilities
- Develop, enhance and update the procurement policy, procedures, workflow and system from time to time
- Conduct training session to users in relation to purchasing policies, workflow and requirements
- Review on purchase request/order submitted by users, assist in procurement by seeking quotations and support users on placing order and requesting for proper invoices
- Ensure users comply with the Company’s procurement policy and procedures
- Propose and arrange for agreements with suppliers and service providers
- Take lead on price negotiation, request of credit term, and enter into contract where necessary
- Responsible as the contact point to handle all key issues with suppliers, service providers, and relevant authorities
- Establish and maintain a filing and documentation system for procurement process and supplier listing
- Monitor and notify relevant stakeholders on the expired/to-be expired contracts
- Assist the selection of appropriate suppliers, contractors, and promote good procurement practice
- Liaise with internal and external stakeholders to ensure smooth operations of purchasing and procurement
- Communicate and maintain relationships with internal and external stakeholders as appropriate in professional and timely manner
- Identify cost reduction/saving opportunities where possible
- Other administrative and necessary tasks assigned by the management
Qualification
- Bachelor’s or Master’s degree in Business Administration, or an equivalent field that is relevant to negotiation and communication skills
- A minimum of 3 years working in procurement, or supply chain management, or other related fields
- Demonstrated experience in procurement operations, project administration and follow-up, and contract management
- Proficient in Khmer and English (Reading/Writing/Speaking).
